This website
I'm not sure what the AGM item "Website" is intended to cover but here are a couple of observations about the current situation.
1. The website exists. It works. A couple of brave souls have actually posted articles or comments. It is entirely an organisational issue now whether GSA actually wants to use it.
2. Unless there is a good reason for something to be kept private, I'd suggest that any news/ discussion etc is posted on the website rather than by email. That way we have a complete record of discussions and people have only one place to check. So I'd encourage the 14 email recipients of the AGM to read and indeed post on this site. By registering, the system automatically sends you an email when there is activity on the site, so you're kept informed and it is easier to manage people's email addresses (it is self-service).
3. I'd ask all the recipients of grants to post progress reports on the site. Any time there is construction, for example, ask them to post photos (I'm sure there will be at least one camera phone available) each week/ month. I'd make continuous reporting a requirement of any grant.
4. You have the oppotunity to re-think the newsletter. Instead of a mad annual rush to create a newsletter, why not post articles on the website throughout the year? Then the newsletter - if you still want it - becomes just a matter of collating the already written articles into a paper version. If you view the newsletter as a source of income, you could address tis by having an annual subscription drive.
The above are just some ideas. Anyone who's currently using email could use the website. It's up to you.
